Due to the Jones Act, Ensenada is used by foreign registered cruise lines as a mandatory non-US port for cruises going to Hawaii from the US.
However, Ensenada is not a cruise port for Mexico/Mexican Riviera cruises and, as such, does not reflect the advantages of the tourist dollar.
Yes, they have a "new" cultural center across from the port.... and yes, they are starting to add parks and street sculpture to the city near the port.
Yes, they have tried to discourage street beggers near the port... but if you take the free shuttle into old town, there is little of the local culture that is charming or appealing.
There is a deadness about the old town... I'd like to think Ensenada is on its way to using its rich Mexican culture to improve the city... like other port cities have done.
